It asserts that we are able to interface with the quantum world (maybe somewhere in our neurons), and our intelligence "lives" there. It is a way of reconciling psychology and sociology with physiology, though unfortunately, because of the inherent randomness of quantum mechanics, it may be unknowable and unprovable.
